Louis ONeill is the former Ambassador and Head of Mission for the Organization for Security and Co-operation in Europe’s Moldova operations. In his role as an Ambassador, Mr. ONeill’s diplomatic skills were put to the test, and his knowledge of Russian and Eastern European affairs was heavily relied upon to complete the mission. Louis O’Neill led the Organization for Security and Co-operation in Europe’s program to establish democratic values in Moldova, withdraw Russian troops and arms from the region, and reunite the Transnistria region with greater Moldova. Louis ONeill also successfully confronted human trafficking, lapses in human rights and democracy, and opposed torture in the prison system, drawing the ire of Moscow for his persistence in the face of opposition. Prior to his diplomatic mission, Louis ONeill held a variety of positions as an attorney in private and public practice. Louis ONeill began his legal career at the New York City law firm White & Case, later becoming the Head of Business Development and General Counsel for The Falconwood Corporation. Attorney ONeill subsequently joined the Special Prosecutions Bureau of the Manhattan District Attorney’s Office working as an Assistant District Attorney. As an Assistant District Attorney, Louis ONeill prosecuted a variety of cases covering fraud, embezzlement, smuggling, and organized crime, among other matters. Louis ONeill became a member of the U.S. Department of State’s Policy Planning Staff following his selection as a White House Fellow between 2004 and 2005. Louis ONeill was recruited as a non-political expert for a position on the Policy Planning Staff, and in that role, he aided in the development and coordination of American foreign policy towards several countries in the Balkans/Eastern Europe.
