Attention Broadcasters: Localism
Under Review
The
FCC is considering sweeping new proposals to re-regulate radio and
TV content to ensure that broadcasters serve the needs and interests
of their communities. It is vital that every broadcaster take
this opportunity to demonstrate their commitment to localism to the
FCC. Comments are due November 1. To help
broadcasters tell their story, NAB has launched a Web-based link to
the FCC's electronic comment filing system that will automatically
forward your comments to the FCC.

NAB Reiterates Support for Tax
Incentive Program for Small Businesses, Women and Minorities
In response to
the FCC's request for comment on how to further opportunities for
small businesses and businesses owned by women and minorities in the
communications industry, NAB urged the FCC to work with Congress on
legislation to reinstate a broadcast tax incentive program. In
particular, NAB has endorsed legislation proposed by Senator McCain
to provide tax incentives to those selling broadcast stations to
socially and economically disadvantaged small businesses. NAB
regards the Commission's previous tax certificate program as one of
the most effective policies in promoting minority ownership of
broadcast stations. NAB also urged the Commission to repeal, or at
least narrow, the equity/debt plus attribution rule, which
discourages investment by established broadcasters in new entrants,
including minorities and women.

At The NAB
Radio Show® in San Diego, luncheon keynote speaker and FOX News
Radio Host Tony Snow shared more than his political commentary when
he introduced Chris Carney, who started
Soldier Ride in support of the
Wounded Warrior Project. When Carney, a bartender from East
Hampton, N.Y., committed “to do something” for veterans injured
during service, little did he know he’d be setting the Soldier Ride
course.
Carney was
joined in this cross-country adventure by Iraq war veterans Heath
Calhoun, Jeremy Feldbusch, Ryan Kelly and Gary Dowd among others.
From tandem bikes to accommodate blind riders to specially designed
cycles for those who have lost the use of their legs, the team
raised awareness and funds for the Wounded Warrior Project.
After learning
of the project, Snow followed their progress, promoting their effort
on his FOX News “The Tony Snow Show.” He also noted the many radio
stations from coast to coast who have participated in the effort. To
date, they have raised more than $522,000. The riders joined Snow at
the luncheon, bringing the audience to their feet with a standing
ovation in honor of both the amazing 4,200-mile ride and the
dedicated “Wounded Warriors.”

Less is more,
more is more, quality is more and say “NO” more … all were themes of
the “Keeping the Audience/Keeping the Advertiser: The Manager’s
Tightrope” session in San Diego. Panelists Ed Christian,
president/CEO, Saga Communications; Paul Jacobs, general manager,
Jacobs Media; and John Hogan, president, Clear Channel Radio
responded openly to questions from the audience and moderator Dick
Ferguson, EVP, Cox Radio.

POLITICAL TIP
Question: Candidate A has bought a Run-of-Schedule (“ROS”).
One of her spots cleared in morning drive. Her opponent
demands equal time. Does a station have to sell him a morning
drive spot at the ROS rate?
Answer: No. The opponent is entitled only to buy a ROS
spot that may run at any time. The opponent can request a
morning drive spot, but then must pay the lowest unit charge
for a morning drive spot (not the ROS rate) if it runs during
a political “window.”
