Hi Min,
I think the closest place would be the Marin Headlands just on the Marin side of the GGB. There is an exist road to the right that winds back up the left side near the ocean and there are some old WWII gun implacements (if I remember correctly). Also drive to Tiburon and head to Angle Island, from the top of the peak you can see most of the bay area, provided it is a clear day.
