Yes, you can certainly see SF from the top on MT Tam. Although you can hike to the top, its a damn long hike, and not really that scenic. I would suggest driving to the top, then hike up to the fire lookout station at the very peak. From there you have 360 degree views of the bay area. On a really clear day you can see the sierra foothills. On the way down, stop off at Muir woods and have a picnic. There are also many trails near the top to take short hikes with great views.
