If you're on a Mac running OSX, It's a snap.

Apple has a great step-by-step article on diving into PHP at:

http://developer.apple.com/internet/opensource/php.html

If you're on OS9, you're out of luck only inasmuch as it's not running *right* on your machine. However, BBEdit -- http://www.barebones.com/ is one of several editors which will do syntax highlighting. Get a hosting account with a host that provides support for PHP, and you'll be able to do PHP.

To get started on PHP, check this PHP tutorial at: http://www.php.net/tut.php -- it's quite painless as a starter.
