yes it can be done without registering with paypal and is only available for US accounts.
select the "My Account" tab, the "Profile" sub-tab, under "Website Payment Prefereneces". Scroll down - its at the bottom, titled "PayPal Account Optional".

Here is a free 3rd party cart. This might help with the tax since Paypal does not handle local tax.
