I use 1and1.com for my hosting. The $19.99 developer account one is probably closest to what you are getting now. I haven't had any down time or problems at all since I started with them 5 or 6 months ago. Their user interface is great, you can get domains through them for a decent price and you can change every single part of your account without ever talking to a single person.

Only caution: the user interface that you use to administer your site with is slow if you don't have broadband.
