That's the wrong measure. So if we all dressed in burkhas, there would be no mugging? Ridiculous. "Dress sense" and body language wise, this is a free country and we can do what we please. (within the limit of covering certain body parts) That gives NO one the right to violate our liberties!

We should protect our freedom, rather than build presumptions that people get attracted to a dress. Theft and burglary happens even to sari and salwar clad women. If someone uses the defense that someone wore a skirt so he thought it was an invitation for rape, we should bash his teeth in.
