While this is a great place to look for potential freelancers, I wonder if you're actually ready, from a Financial Perspective, to actually engage with them and take the transaction to fruition.
I would actually suggest you get a Finance Professional involved, maybe as an Out-Sourced CFO, who can actually prepare the foundation of your funding exercise and then either approach Potential Investors yourself or engage with an Investment Banker / Merchant Banker for the purpose.
I have done this myself with a degree of success in India and believe a similar model is widely prevalent in the US too.
There's a lot more to a business plan than "writing" it and if the thought's not in place and its not in tune with the purpose of the plan, no amount of writing will deliver any value.
