I would suggest a software program such as FlipAlbum. I think the URL is http://www.flipalbum.com or some such ridiculously simple URL like that.
That is actually how I began my 'career' as a digital scrapbook artist. But soon, this program, too, was limiting to my creativity. There are places on the web where you can purchase pre-made items for this program. Just do a Google Search for Flip Album, and you will find them.
