I like the “Shoeless Joe” approach: If you build it, they will come. In other words, as the opportunities are identified, the resources within this network should begin to fall into place. The idea is to identify a large and multi-tiered requirement so that each skillset within the network may plan accordingly... with the central management hub performing coordination of all input for the presentation phase.
