You can use free software called Audacity to produce your audio. You will need a host for your media. I recommend Libsyn You need to generate an RSS feed. This is easily created using a free software program called Wordpress. You will need a place to host Wordpress. For this I recommend Host Gator, or if you are on a tight budget, Cooler Websites.
