I got an Acer 19" a couple of months back @6K from our regular vendor Multiple Computech in Koramangala. FYI .. his prices were lower than S P Road.

The TV Tuner comes with two small speakers and a remote. If you would like better sound effect you can connect a 2.1 (Sub + 2 speakers) or 4.1 (Sub + 4 speakers) to the TV Tuner and you have a mini home theatre.
My son opted for this set up in his bedroom for the T20 :)
Very cost effective solution
LCD Monitor = 6000 TV Tuner = 1200 iBall 2.1 = 900

However, if you cable system is analogues (without set topbox) then only can you be able to see different channels on the Family TV and the PC at one specified time.
