Publicise this in Chennai. Take it that nearly everyone else is saying the same thing you are "oh the government must know about it"! Take it that like you nearly everyone instinctively assumes that publicising, research and killing negativity takes negligible effort. Take it that nearly everyone is hoping someone else will do it.
