Yes LK(g) we can solve this problem very easily.
First you need a good digital camera. Take at least three dozen photographs of the road and the footpath. also shoot old ladies and men (with or without walking sticks and escorting persons) experiencing difficulty in using the footpath near intersections and bylanes. the photographs should be natural and with a date stamp.
Then take them on a CD and give it to Civil Engineering Department, and Architecture/Town Planning Department, Professors in charge of Highway Engineering and Town Planning, at IIT(Madras), REC(Trichy), Guindy Engg College, School of Architecture and Planning at Anna Univ. Request them to give their valuable unbiased opinion from the point of view of ergonomics, usability, accident hazard, health hazard.
Get similar opinions from Vellore Medical College and other surces.
Send also to IIT Kharagpur, dept of town planning. .
Send also to Indian Heritage Society, and to Intach.
Seek opinions from Institution Of Engineers Chennai Center, Council or Architecture, Indian Institute of Architects, Practising Engineers, Architects and Townplanners Association.
Send me a copy please.
Use the photographs as inspiration and ask local Leo Clubs and Interact Clubs to organise essay compatitions in schools with Chennai pavement improvement as the subject.
Ask NASA (National Association of Students of Architecture) to organise a pavement design competition at their annual convention.
On receipt of opinions you may then circulate the photographs with opinions to at all the leading daily newspapers and tabloids. Call Aajtak, NDTV, and Aankhon Dekhi to cover the reports.
If nobody listens to you after all this then come settle down in Mumbai.
