You are right that this is a breach of contract in any case either those goods were meant for domestic market or export market but in case it is exports, it becomes a crime because exports get foreign exchange for the country to fullfill import needs of country and very vital for balance of payments (Exchange). I am not 100% sure about all this what I have written here and also it's section etc. so I thought I should ask on this forum to get some expert advise for free:-)
