We have this problem too with migrant farm workers who qualify in one state but are often in another state for health care needs. Portability is an issue and perhaps should be universal in the United States.
An issue too for college students who may have divorced parents who live in different states, and should qualify for in-state tuition in either state where their parents reside. We are wondering about that for Olivia, Andy's daughter, who has a mother living in New Zealand and we live in Maryland (United States). She should qualify for in-state tuition if she chooses a college in MD. Currently she lives apart from her mother in New Zealand but is considering a move to Maryland to continue her education.
