Hi Kavita,
I can't tell you 100% if its true or not, but I did do some research and thinking and came up with a number of "red-flags" that you should definitely consider before giving these guys any relevant personal information!!
1. Sounds alot like the Nigerian money scam, which you can read about on the Urban Legends Page:

2. I looked up "GTC Group" in the BBB, and the only "GTC Group" I found was located in CA with a history of MLM junk opportunities and had an "F" rating!!

3. The domain GTC-GROUP-INTERNATIONAL.COM, has only been registered since the 5th of December 2005. Doesn't sound like a BILLION dollar investment group to me.

4. AND FINALLY (and most importantly), why would they pay YOU $2000 a referal, when they could easily go to some investment club or even drum up enough support on their own (hey, at $2,000 + $24,000 a pop, I'm sure I could drum up LOTS of SUPPORT locally). But any good-size INVESTMENT CLUB would be a logical choice, and would be far easier and quicker to approach with a legitimate investment this lucrative!
So, the concept is not unheard of. There are vehicles that will net 18% that are secure... but this is just setup too much like a scam.
WARNING:
DO NOT send them a driver's license picture and details of you bank account unless you want them to suck your account dry!! They say "no charge" but you just wait. They could claim any number of fees, or that the investment went bust, etc. and you could be stuck holding a bill.
That's my personal opinion. "If it sounds too good to be true...."
