Having been involved in Chambers of Commerce for the past 15 years and know how many of them work, here are a couple of suggestions.
First, join a local chamber and network with those in high profiles within the organization. There is generally a committee which suggests and selects speakers. You may even have to be the sponsor of an event, breakfast or luncheon, and give your own 5-10 "Reader's Digest" version. While doing that event, promote another event where you will be giving the full presentation. I recently did just that where I sponsored a Human Resource Management luncheon to promote my own Continuing Education breakfast. It worked very well.
Second, when you have an event where you will be speaking, invite some of the chamber people to come as your guest. You may need to pay to get them in, but it will be a good way for them to get a feel for who you are and the quality of your information.
One last thing, I am a member of a speaker organization in the Dallas area. It was recently heavily promoted that everyone interested in public speaking needs to have a demo audio CD as well as a video. That becomes one of your marketing tools.
