Both make membership sites. The question may be asked what do you want in a membership site.
Wishlist, http://member.wishlistproducts.com/wlp.php?af=1040537 (link to a friend's affiliate link) is one of the more popular wordpress membership plugins. There are also some other cool plugins, more developed on a regular basis. Because I know wordpress, I'd make a membership site on wordpress.
That said, a client wanted a very interactive membership site for her current group. http://www.joomlapolis.com/ great site for joomla as community builder info, may be more resources. We looked at both, options, and was delighted she had Laura Wheeler create the new site on Joomla. I can't wait to see it. It'll be released in about a month.
So the question is what bells and whistles do they want on the community site. If simply log into pages available only to paid subscription, through paypal, etc and familiar with wordpress, I'd go that route. Otherwise see which has the features you want. There is also a wordpress mu one that would make a great membership site esp if you want each member to have their own blog. You have to have a host that would handle wordpress mu.
I've not learned joomla, thought about it once, decided to stick with wordpress and let the joomla experts handle joomla. Several on this board.
