There are a lot of free or open source image editing programs ... GIMP is a fairly feature-rich open source program, you might want to search for that and find the appropriate download for your system.
Remember, in print it's not just resolution (DPI) but size (number of dots) as well. If you have an image that is only 250 pixels wide and you want it to appear 2 inches wide at 300 DPI in a print ad, no matter how you manipulate the image it will look bad. You need an original that is large enough (in pixels) so that it doesn't need to be enlarged; the more you have to enlarge it, the more the image quality suffers.
