Hardware is being made by Motorola, HT, Samsung, Dell?. Nokia and others. The Handset Alliance is the comapny that released the platform.
Google bought the original compaany as part of a failed [plan to use phones to make micro payments. They then used it as a platform. While Google is the copyright holder, it is release under the Apache Liecense. With the Apache License, vendors are free to add proprietary extensions without submitting those back to the open source community.
They are not competing against the handset alliance, tehy are part of it. Even if tehy were, it is ethical because they have announced it.
What does Google get out of this? Well they get to know every page you visit since tehy are doing the DNS for your phone. Changing this appears to be very dificult.
Google is also behind 'public dns' another initiaive taht will tell them exactly where you have gone on teh Internet.
