I whole heartedly agree with what you say about content. I often (almost daily) write press releases for my clients and do my best to study what gets these releases printed in publications. I find that the ones that tell stories, just like an article get printed most often. Theses sometimes get printed word-for-word or nearly word-for-word, especially in online media.
Those press releases that less about telling a story but are more informing about the customer themselves or some aspect of what my clients have to offer normally will, over time, get an article written about the client, either where they are the focus of the article or with them as the "expert", but if you want to get your press more immediately, go for the story telling tact.
For me, it is important to make sure that both of these methods are used. But I recommend to people who don't have lots of time to spend on this to follow exactly what you said. Spend your time on content. Build a story. Especially if it has news angle to it!
