Hi,
Are there any local "big box" stores like Target or Walmart in your area? They are both active in the community service side, talk to the manager about your program and see about getting gift cards.
Gift cards in various denominations are great and a lot of malls are offering VISA or MC gift cards, talk to the Mall Manager about your program, there's probably money for it.
A Beauty Salon or Barber shop will gift cuts and styles, you might get a daycare owner to give free daycare for one tow or three weeks too. Your side of the deal can be to issue press releases with photos to the local media.
I worked in apartments and did cross marketing for years, local businesses are very open to cross promotions.
