Rain, I also am in the identity theft arena and in addition the group benefits area. The best way to get this information in front of business owners, that I am using right now, is this. See if you can get a white paper on the identity theft issues. Then have it bound and put in presentation format. Bundle this with a magazine article and the interview done by the FTC chairwoman that details the fact that the FTC is looking to enforce the "reasonable measures" clause in the FACTA law. Best thing that I have found is to actually READ the FACTA pronouncement. It is long and tedious to do, but it will give you an insight into what they are trying to acomplish.
