No, Scott, it won't work in Middletown!
Your street fairs ONLY attract 40,000 people - Middletown has a total population of 1,100!
Middletown does not have enough population to sustain a Chamber of Commerce and their best bet would be to consolidate the Chambers into a tri-area or quad-area Chamber, which incorporates all town/cities into ONE Chamber.
I agree with Lamar that if this were to happen, existing MABA members might be put out at losing their membership dues (or benefit thereof) and yes, Chamber membership will cost more.
Why not make all MABA members automatic members of the new Chamber for a period of one year?
There is safety in numbers and I believe that having a consolidated Chamber would give far more credence and more opportunity and exposure to all members.
