It's no secret a great many professional people are in career transition right now. That's a nice way to say they are unemployed. Now, Congress set up a program through its Workforce Investment Act to solve this problem. However, there seems to be a problem with the government's solution. It does not seem to be working very well. Consequently, Congress is looking to make some changes. Believe it or not, your input is desired. Have any good ideas?
