Hi Rebecca,
as ususal in human interaction it depends: if a user desperatly wants the content time is not a factor if you want to catch the incidential visitor speed is king...
Some facts you might consider: NOW is a measurable time (not they philosophical aspect of it). Anything up to 3sec is perceived as instantly (look at TV commercials: they are segmented in 3sec sceens). From 3-8sec things are fast enough to catch your attention. Above 8 sec our brains are able to task switch already and click away.... 18 sec is definitly too long. Some more to consider: More important than total download time is the time until the reader can do something useful. J.Vreen e.g. suggest to load the main content first and after that (in layers) nvigation, top banner etc. THis way you can start reading the main content before the page is complete.
