No more than 9 seconds on dial-up (33-56k) is my rule.
I use this online tool to calculate the approx. download time for a specific filesize: http://www.martindalecenter.com/AATimeCalc.html.
I tried a few of these different tools and this one seems to be the most accurate so far.
I created a document that I use to present the filesize, download time, and cross-browser functionality of my templates. If anyone wants to use it, feel free: http://www.usableinterface.com/portfolio/techshield_template_fact_sheet.doc
