Hi Frank.
I really appreciate the opportunity to discuss this issue with someone with the graphics perspective.
You bring up some excellent points about the use of colors when designing web pages. To make a page look visually pleasing, edges, blends, fades, etc. all need to work smoothly as the designer expected.

Considering this is a discussion of Usability, what is "well"? Is it the precise color you chose? Is it a browser rendered background color matching a graphic? Or is it displaying in a way that will convey the intended meaning of a button, logo, chart, etc... >the browser interpreted the same HTML and .gif color differently. Obviously this is a problem.
It is only a problem if you are using both the HTML and gif next to each other - for which there are workarounds:

Or one could simply use a 1x1 pixel image of the desired color as the background image for the area - matching the desired color exactly as it is rendered on the gif. Just a thought.

Again, let's define terms. From a graphics perspective slight color imbalances will upset a client. I would argue that from a Usability perspective an "incorrectly displaying page" is one that is not effectively conveying the necessary information in a way that the user will properly comprehend it's meaning and impact.
(Yes you could have a graphic that is potentially rendered "invisible" by having a color that was too close to the browser rendered color, but for the sake of visual perception, shouldn't you be using foreground colors that are have a sufficiently differentiated contrast with the background?)
While the websafe palette IS something to watch for when doing graphic design for web pages, is there any relevance to the Usability of a web page or application?
