If you are are working on a redesign of a current site you can analyze your log files to see exactly what % of users have NN4. You could also run an online survey on the current site to gain customer feedback on this as well.
If you are launching a new site you should do a lot of user reaserch by conducting interviews, offline surveys and competitive/demographic analysis.
If no user research is done then important decisions like these are left to the opinions of the people developing the site and/or the businesses. Each of which will have their own biases. It better to make decisions based on user data if possible.
