What makes a web designer a web designer is a deep and well versed understanding of the web medium specifically: nuances, tools, limitations, how and when to push the limits, how to take a business objective and use the medium for the best results... the list goes on.
A textiles designer can create concepts and designs in Illustrator, but they must also understand how to create a silk screen, weave a piece of fabric, the different bahaviors of silk vs cotton, etc. Without that knowledge, what is designed may not be possible, or the outcome may not be what was intended. It's not textile design - it's just design.
Similarly, I think that one can be an entry level web designer without any coding skills (and by that i mean html, css and some understanding of transactions), but to grow in the field, or to become an expert web designer, one must learn the coding side. Or it's not web design - it's just design.
What is delivered on each project, be it simply art or html too is negotable by the project.
