Over time you will learn what can and cannot be done on the web. Over time you will learn how to communicate with programmers. Over time you learn how the design translates to a live product. Over time you learn to compensate for the knowledge gap. Front end design for the web is fundamentally careful mix of art and html (among many, many other things). Without a firm grasp of both sides of web design, yes it is just design. It is possible to be a great designer, an outstanding designer even. But not a web designer.
