Hi Parvez,
I'm sorry, but I have not run across any IA certificate programs, let alone ONLINE IA certificates. I would suggest attending relevant seminars and workshops that are in your area if you can't find a certification program. I think keeping up on the latest readings (articles, books, blogs, etc.) and attending seminars and workshops is the best way to learn (and stay on top of) the IA field. I also prefer to learn from an industry leader rather than a teacher who hasn't been working in the field for a while.

Human Factors International (HFI) offers a certificate program to become a "HFI-Certified Usability Analyst", but I would not suggest it. I've attended a HFI seminar and it was OK, but they really put their spin on things. For instance, they make up their own vocabulary instead of using standard industry terms. So, at the end you are tested on their standards and not the industry standards.
