Look for a different client?? Sometimes, only the pain of failure or a peer recommendation will do the trick. Otherwise, many see usability as a frill.
Also, maybe you are approaching the wrong people at the client's. In my experience marketing people and R&D people are the right ones. They are used to spending money on customer research, and will see usability as a specialized form of customer research. Besides, they have research budgets.
Technical people tend to see usability as a barrier to getting the project finished. Sometimes this attitude changes, but only after they experience a usability test.
