Ashis, I am not surprised at the way Citibank has behaved on this issue. Banks are usually absolutely reluctant in giving in writing any of the tall promises they make in their offer but are more than keen to put in writing some "conditions apply" clause (in your case, "subject to availability"), which at a later date helps them wriggle out of all commitments. Take for example their "life time free" offers..ask them if the Bank would give in writing that it would indeed be a lifetime-free thingie and they will fumble for answers. I am sure its so very easy for them to get away with such irresponsible attitudes towards customers in India where the judicial system is of no help.
