I recommend you use HTML. That way once people click they are there. And if they've been receiving your ezine in HTML, it will look familiar. If you put it in PDF format, they have to (typically) download the file and then open it. And it's often an excruciating wait for Adobe to open.

Go for HTML. You won't regret it.
