Dogs eliminating in the house~HELP! |

We had a house fire back in march and have been displaced since. We built a make shift kennel area in the back of our home (where the fire was) to house the dogs because where we are at now in rental townhouse unit, the neighbors are NOT dog people and constantly call cops and animal control if the dogs bark at all! Anyway, the temps began soaring near 100 degrees and I just couldnt stand to have them out in the heat with no relief (we have a large shed we cleaned out and used as 'Doggy Land') but its still hot and stuffy with no real relief. Soooo I brought the dogs back to the townhouse with us and monitor them carefully with their barking, however, they were trained to go outside before--well they had a doggy door that allowed access to go potty whenever, now we have to let them in and out. We have tried this and they just wont go outside or rarely will! I mean we take them out in the morning, will take them 30 minutes after any food eating and again at night and some times in between, but it never fails as soon as we let them back in (EVEN if they have been out for more than 20 minutes) one or the other comes in and squats and does his business right there on the carpet! We immediately scold and put them back out again but I dont know what else to do to get them to go outside! I know they are probably as frustrated as I am and confused since they really dont have a home anymore either. We will be here at least another 3 maybe 4 weeks till our home is finished being rebuilt, but my gosh the whole house is starting to wreak of urine!!
HELP!
