Seems that way most of the time, yes, but is it really impossible ?

In short, here, I believe it important to remember:

One "class" of banks must "play by the rules"

Another "class" of banks MAKES the rules.

The former lives or dies by the rules of the latter.

On inspection, governments rise or fall by the rules of the latter.
