Great question:
Depending on the industry that you’re in this turnaround time reflects directly back to your professionalism and capability of capturing, retaining and gaining residual clients.
For my industry during work hours, unless I am in an extended meeting I try to answer in a fifteen minute turnaround. Barring any electronic glitches, one hour maximum turnaround time. Anything less is unacceptable. If the call comes in after 11:00 PM the call will go unanswered until next day weekends included.
