Riverside County has been on a growth spurt for the past ten years, largely because of the low cost for housing and the "commute" ability to Orange County, Los Angeles and San Diego.
The number of people who live in Temecula and commute to San Diego is massive. Just look at the traffic stats for I-15 in the morning on line using this link http://www.dot.ca.gov/dist11/d11tmc/sdmap/mapmain.html or during PM drive time. Many of those cars are coming from or heading to Riverside County.
