Best autoresponder/list management tool

I'm new to this and hope this question hasn't been beaten like a dead horse.

I currently use GetResponse.com but I'm not sure this is the best site to use as an autoresponder and list management tool (for sending newsletters/ezines) as I have a slight feeling that it may be blacklisted.

Of course, I am on a budget so don't want to spend a fortune on this tool.

Recommendations are highly appreciated.
