Sending a personalized single email to a company isn't spam but it can still generate spam complaints if it comes across as advertising.
I am currently setting up a lot of partnerships for my free advertising system, the Free Traffic Bar at http://www.freetrafficbar.com.
I regularly invite other companies to participate in my partnerships. I don't get accused of spam because:
1. I am sending a single, personalized message, not a broadcast.
2. I talk about their business in the email, showing that I know who they are and what they do.
3. I discuss specific ways we can work together.
4. My partnership offer is structured to be something of substantial benefit to them, not just an ad to try to get them to buy from me.
The response has been spectactular, attracting partnerships that will reach 3.2 million subscribers in the next 60 days. All with no spamming...
