Each probably has their own reasons. Some possibilities:

1) Not a thing to say. No experience, but trying to learn. Hopefully these people will eventually participate, even if it is only to ask a question.
2) Not a thing worth saying. Some message boards have people that post something like "Me too", or post some silly nonsense that is completely irrelevant. I am thankful that there are few people like that on Ryze.
3) Afraid of being laughed at or that someone will tell them that they are wrong.
4) Composing one's thoughts takes effort and dedication.
5) Some people are takers, not givers
6) There are no issues that strike home to that reader. The interest is casual at best.

The same question could be asked: Why do people not vote in elections? I don't know, but am quite concerned about "Internet voting". It makes it easier for lazy and apathetic people to affect how the world is run.

Things worth participating in require some effort. For those that will not extend that effort, there is little that can be done. Drawing these people into any process, regardless of whether it be on a large scale of voting or getting them to post, does nothing for the process.

So in the end, lazy and apathetic people should not participate. Stay home, don't post, have another beer and watch reruns of Roseanne and Al Bundy. Just don't screw up the process.
