It is not easy, but perhaps you and others in similarly precarious positions should consider independent agency. The greatest advantage to independent agency is that you control your business destiny.
Perhaps you and others who work for larger telecom companies - especially in sales - should learn more about companies that stress agency sales.
In the US we use PowerNet Global and Opex and Tel3Advantage.
While our stress is on customers making international calls and on international services, there are quite a few carriers and master agencies that highlight data and/or voice - both dedicated and switched.
You can find many in Phone-Plus magazine and via other sources.
It is certainly not easy, but after you build it the business will be yours.
