Dial tone is an indiginous characteristic from the Ma Bell Circuit Switch days. What your hearing the electrical noise from the "off hook" action which is the engagement of an actual dedicated electrical circuit loop you just created by picking up the ear.mouth piece [going off hook].

Mobile communications' evolutionary technology is derived from a distinctly different genetic pool, radio wave/frequency, mobile phones are more related to HAM radios than the landline telephone, except we don't say "roger" and "over and out" when we're speaking .... Instead we say" hello? can you hear me now?"
