The information might include texts, links and numbers.
I could design it in Microsoft Access, but only people who own access would
be able to open it.
Is there a simple way to distribute a resource database like this to people
to people so the viewer would be imbedded so they can use it?

Is this going to be a relational database, or simply a flat table?
If it's a table, you can distribute it as an Excel file, or as a CSV file.
The advantage of using Excel is that links can stay as links. You have control over other formatting as well.
The advantage of CSV files is that nearly everybody has something that knows how to open them, regardless of the operating system they're using. In a Windows environment, CSV files get opened by Excel.
If, however, you need to distribute a relational database, your best option is to place it on a website with MySQL, and create a user interface that will allow users to query the database online.

The database can be flat, but I don't want to distribute it as .csv. .csv
is fine for transferring and importing data, but isn't very user friendly to
read the record. Since I am using this to distribute information that will
also include multiple lines of text telling them how to use a technique or
resource, .csv would be very awkward.
I could easily set it up in Microsoft Access, but not everyone has Access.
So I would like to find a system that lets me create self executable mini
databases with the viewer built in.
I also want to have people run it on their computers, not from the web, so
MySQL is out. Garland
