To get back the original question that was posited, what are the costs per hour like in Czech Republic and what about employee and cultural issues like work ethic, morality, honoring of agreements and contracts, IP protection and other business conditions.

As long as one can get away with it, it is considered ok. This is a holdover from the days of communist control. On the other hand I have really liked every Czech person I have known.
The Economist has published on near sourcing in their December 30th, 2005 edition. Another source reports average wages throughout Eastern Europe as of February 2005. Czech has an average wage rate of about 22 compred to about 20 in Hungary, and 5 in Bulgaria, and 7 in Romania. This compares to 4 in the Indian service sector, and 2 for the general urban worker in India. A comparable Chinese value would be 6 for Beijing. These rates are based on 100 for the average German worker at 749 euros per week. There may be different ratios for tech-sector specific wages, and of course levels will differ.
Personally, I am rather interested in checking out options in Eastern Europe on the basis that higher costs compared to India may be offset by infrastructure advantages.
