It's hard to tell who's more xenophobic: the IT managers who find themselves managing the voice network engineers, or the voice engineers who are suddenly reporting into IT departments. Convergence is tricky enough, and too many companies are letting voice staffs either walk out the door or get pushed out. Some more forward-thinking execs understand that voice is trickier than it looks, and it can be hard to train data jockeys to do that. For their part, voice engineers are used to being wizards of their arcane world, and can be secretive and touchy when they're expected to play nice with the data folks.
