I manage over 130 people in a utilities outsourced process and am now interested in pursuing a black belt project in Human Attrition Management/retention and seek your help to guide me further. Any existing projects/charters and guidance will be extremely useful.

The good news for Six Sigma Practioners in your group is that you are going in with green belt skills and a people management interest at heart.
Whether using a DMAIC or DMADV, the sigma tools are useful in assessing where you are and where you aspire to optimize. The only challenge I have seen in more dynamic environments trying to employ Six Sigma Changes is the need for a "Lean" and focussed approach so that you can demonstrate some phased wins and successes before the players all change again. :D
